There are so many filings that a city must do that the League publishes the Clerks Calendar to help you keep them all straight. The following reports have deadlines in the second half of the year:
Outstanding Obligations Report- Iowa Treasurer of State. Each city will receive a letter indicating the user name and password needed to access the Treasurer's web site (www.debtreportingiowa.com ) to complete this report. (Wait to access until you receive the letter.) Only the amount outstanding for bonds, notes, certificates of participation, leases and anticipatory warrants as defined by Iowa Code chapter 74.1. as of 6-30-10 is needed to complete this report. Iowa Code chapter 12.1 requires all political subdivisions of the state to report outstanding obligations to the Treasurer of State. The report is due August 1.
Municipal Electric Transfer Replacement Tax Report - Iowa Department of Revenue Municipal electric and gas utilities that incorporate transfers from their utility funds to their general funds pursuant to Code of Iowa Section 384.89 are required to report the amount of these transfers. This act ensures that in the event of deregulation, the city is eligible for a special tax to replace any revenues lost due to a competitor. Iowa Association of Municipal Utilities prepared a suggested form that has been used since 1999 for this purpose. See www.iamu.org for electric and/or gas forms to be filed.
Housing and Urban Development (Section 8 housing) Annual Report - Department of Housing and Urban Development Section 8 Management Assessment Program (SEMAP) Report - Due sixty (60) days after the end of the housing authority’s fiscal year: 24CFR985.101
Iowa Department of Transportation Financial Report - Each city must complete the online report and have it approved by a council resolution before September 30 each year. Emails to all city clerks on file with the IDOT will receive notification of the form's availability on or after July 1.
Perpetual Care Cemetery Annual Report - Insurance Division The report is due within four months of June 30, the end of the cemetery’s fiscal year. Only applies to those cities that run perpetual care cemeteries. For more information, visit the State of Iowa Insurance Division's site.
Unclaimed Property Report - State Treasurer Unclaimed Property Report - Cities are required to report
unclaimed property annually to the state of Iowa by November 1. This may include unclaimed deposits or uncashed checks. Negative reports (no unclaimed property) are no longer re- quired. The report is required to be submitted electronically using software available on the Treasurer of State Web site at: www.treasurer.state.ia.us/unclaimed/compliance.cfm.
Annual Financial Report-The Auditor of State has mailed out paper copies of the required report. This report must be completed and the summary page must be published and returned to the Auditor's Office no later than December 1 of each year. The Department of Management will have an Excel version of the report for ease in preparing the report by the end of July but paper copies must be sent to the Auditor of State. On August 4, 2010 the League of Cities, the Iowa Municipal Finance Officers' Association and the State Auditor's office will be conducting a free training program on this report through the ICN.
