April 22 marks the official 100th day of the legislative session. Democratic Leadership hopes to end the legislative session slightly before that date, within the next two weeks. During the week of April 7, amendments need not be filed on the day preceding floor debate, and only the following are eligible for consideration: Appropriations Bills, Ways and Means Bills, Government Oversight Bills, Legalizing Acts, Bills co-sponsored by Majority and Minority Leaders of one House, Companion bills sponsored by Senate and House Majority Leaders, Conference Committee Reports, Concurrent or Simple Resolutions, Bills passed by both Houses in different forms, Bills on the Veto Calendar, Administrative Rules Review Committee Bills, Committee Bills related to delayed Administrative, Joint Resolutions nullifying Administrative Rules, and Unfinished Business.
With session winding down, the budgets will take center stage. For cities, important legislation remains to be debated, including TIME-21, and changes to open meetings and open records laws. Resolutions to the open scope collective bargaining bill, which remains in the Senate on a motion to reconsider, and the statewide smoking ban bill, still in conference committee, will also be worked on in coming days.
